Random drug and alcohol program
Service Description
Employers subject to the 655.21 Drug testing regulations established by the Federal Transit Administration are required to implement a random drug and alcohol testing program. This program must select employees using scientifically valid methods, such as a random number table or a computer-based random number generator, linked to employees' Social Security numbers, payroll identification numbers, or other similar identifiers. Each covered employee should have an equal opportunity to be selected for testing whenever selections are made. Additionally, FTA-regulated employers must ensure that the number of employees selected and tested annually meets or exceeds the minimum percentage rates for random drug and alcohol testing established by the FTA Program Administrator. If testing is conducted through a consortium, the number of employees tested may be calculated individually for each employer or based on the total number of employees covered by the consortium, provided all employees adhere to the same minimum annual percentage rate. Random testing must be conducted unpredictably and unannounced, with test dates reasonably spread throughout the calendar year. Testing should occur at any time of day when safety-sensitive functions are being conducted. Upon being notified of their selection for a random drug or alcohol test, covered employees must report to the testing site immediately. Regulated employees include: Transit Operators: Employees who operate buses, trains, or other transit vehicles are considered safety-sensitive because of their direct responsibility for passenger safety and vehicle operation. Maintenance Personnel: Those involved in the maintenance and repair of transit vehicles, equipment, and infrastructure are considered safety-sensitive, as their work ensures safe and reliable transit operations. Supervisors of Safety-Sensitive Functions: Supervisors or managers overseeing safety-sensitive employees are also classified as safety-sensitive because they play a critical role in ensuring compliance with safety protocols. Safety Inspectors: Employees responsible for inspecting and evaluating transit systems and equipment for safety compliance are considered safety-sensitive, as their assessments directly impact You will receive a DOT Consortium Certificate at your email.
